I remember leveling a pick and having over like 50 mining speed. Having both was VERY overpowered, so maybe have what you suggested is a better idea, but it should be a config option as some would rather have full control over what their tool has.

Tools don't level up at all even after surpassing the amount of xp needed. Can't even level up tools with the /leveluptool. Forge Version 14.23.1.2605. TConstruct and Tinkers Tool Leveling are at the latest version. I only have TConstruct and Tinkers Tool leveling installed.

Currently, there is no limit of tool's level unless you place one in the mod's config file. Further tool's levels are currently capped at 32-integer limit.

Tinkers Tool Leveling adds a level up command, but I don't remember what it's called. At least it did in 1.7.10 when I last used it. FTB Utilities apparently adds an NBT editor if you want to edit the information stored on the tool. You could also use ore excavation and go crazy in the nether, which can max a tool in about 5 minutes.

If you're just looking for a way to force them to level up, skipping actually using them, there's a "/levelupTool" command that you can use to add 1 level at a time. 86% Upvoted Sort by: best level 1 · 1 yr. ago The tool has to have the netherite modifier (which requires either a diamond or emerald) and reinforcement 5 (needs 120 iron Reinforcements) and than you need 2 netherite ingots, 2 shulker shells and a dragons breath for the unbreakable ability. This uses 7 modifiers and 1 ability point in total.
